2000.  In any suit brought in any court of competent jurisdiction in
this State for determination of rights to water, the court may order
a reference to the board, as referee, of any or all issues involved
in the suit.


2001.  In any suit brought in any court of competent jurisdiction in
this State for determination of rights to water, the court may refer
the suit to the board for investigation of and report upon any or
all of the physical facts involved.
