STREETS AND HIGHWAYS CODE
SECTION 19151 



19151.  In granting authority to install the system and in
contractng for service the governing body shall impose such
restrictions and conditions, and provide for such locations of the
various wires and lights, as will work the least possible public or
private inconvenience.
