2007 California Health and Safety Code Article 2. Licensing Waivers For Small Businesses

(1597.71) 1571.71.  To encourage and facilitate the establishment of
employer-sponsored child day care centers, the department shall
allow for reasonable waivers of those regulations presenting
difficulties to small businesses for licensure, provided that the
health and safety of all children is maintained and that the
applicant has agreed to alternative methods of meeting the purpose
and intent of any regulation waived.
