111660.  As used in this chapter, "hair dye" does not include any
eyelash dye or eyebrow dye.



111665.  Any color additive shall be considered unsafe for use with
respect to any cosmetic unless there is in effect a regulation
adopted pursuant to Section 110090 that prescribes its use in
cosmetics.
