60120.  At any time after the legislative body has acquired
jurisdiction, it may call an election within the district described
in the ordinance of intention, or within the district as modified, to
submit to the qualified electors of the district the proposition of
the formation of the district and the levying in it of a special tax
for the purposes set forth in the ordinance of intention.



60121.  The ordinance calling the election shall:
   (a) Recite the purposes for which the proposed special tax will be
levied.
   (b) State the nature and estimated cost of the improvement,
utility, or local service contemplated.
   (c) State the maximum special tax to be levied annually.
   (d) State whether the tax shall be levied for one, two, three,
four or five years.
   (e) Fix the date on which the election will be held.
   (f) State the manner of holding the election and the manner of
voting for or against the proposition.


60122.  In the ordinance the legislative body shall establish one or
more voting precincts for the election within the boundaries of the
district, designate a polling place, and appoint one inspector, one
judge, and one clerk for each precinct.



60123.  Prior to the date fixed for the election, the ordinance
ordering the holding of the election shall be published five times in
a daily, or twice in a weekly or semiweekly newspaper of general
circulation, printed and published in the city, and designated by the
legislative body for such purpose.
   In a city where no such newspaper is published, the ordinance
shall be posted in three public places in the city for two weeks
preceding the date fixed for the election.  No other notice of the
election need be given.



60124.  In all particulars not otherwise provided in this chapter,
the election shall be held as nearly as possible in conformity with
the law for the holding of municipal elections in the city.



60125.  If a majority of the voters voting upon the proposition at
the election vote for the formation of the district and the levying
of the special tax, the legislative body may immediately declare the
district formed and levy the special tax.



60126.  After an election based upon a petition, the sufficiency of
the petition or any proceedings prior to the election, shall not be
subject to judicial review or otherwise questioned, and any defect or
irregularity in any proceedings prior to the election shall not
affect the validity of the formation of the district or any acts done
subsequent to the formation in carrying out the purposes of this
chapter.



60127.  The district so formed shall be known as Special Municipal
Tax District Number (inserting number) of the City of ________
(inserting the name of the city in which the district is located).
