thereof for research within the University of California, including
the acquisition of land, buildings, related infrastructure, and
equipment and the construction, renovation, and equipping of research
facilities or portions thereof and related infrastructure to be
dedicated to long-term scientific research activities that are
expected to generate federal funding for research and to enhance the
economy of this state and the nation or the competitive position of
this state and the nation in the international economy, it is the
intent of the Legislature to authorize the University of California
to use the revenues referenced in subdivision (b) for the

projects.
   (b) To the extent necessary, increases in revenues received by the
University of California that are derived from increases in research
due to each project shall be available to the Regents of the

University of California under any bond indenture or other financing
document in effect on July 11, 1990.
