SECTION 21141-21142



21141.  The secretary shall, by regulation, establish and maintain a
full point-of-origin inspection area whenever the cattle producers
owning cattle in the affected area request this action by a
two-thirds vote of those present at a public hearing held at a
central location in the area. The secretary shall hold the local
public hearing upon the receipt of written requests or petitions
signed by at least 25 cattle producers in the affected area.



21141.5.  A full point-of-origin inspection area may consist of one
or more counties or geographical areas.



21142.  Cattle producers owning cattle in the affected area may,
upon written request or petition signed by at least 25 cattle
producers owning cattle in that area, request that the secretary
repeal regulations establishing a full point-of-origin inspection
area pursuant to Section 21141 in the manner prescribed by the
Administrative Procedure Act (Chapter 3.5 (commencing with Section
11340) of Part 1 of Division 3 of Title 2 of the Government Code).
