UNEMPLOYMENT INSURANCE CODESECTION 16005
16005. Programs which shall be considered for provision by eligible service delivery areas pursuant to the state's implementation of the federal Job Training Partnership Act of 1982 shall include, but not be limited to, the following: (a) Programs which increase the involvement of the private sector in training older workers, through use of business and industry facilities, equipment, and trainers in preparing older individuals for employment. (b) Programs which communicate among private sector employers effective methods for training and hiring older workers, including materials suitable for use by small businesses. (c) Utilization of ridesharing and other transportation alternatives to expand the range of employment opportunities available to older workers. (d) New approaches to the use of alternate work schedules to expand private sector employment opportunities for older workers. These alternatives might include part-time work, flexible scheduling, or job sharing. (e) Implementation of programs at the worksite or senior service site which foster sharing of skills, knowledge, and capabilities among seniors and youth. (f) Projects which involve older workers and youth jointly in employment and training opportunities while also delivering necessary community, human, and personal services. (g) Programs developing existing resources, such as aging network focal points, which have high involvement of senior citizens as workers, volunteers, and participants, and which foster either of the following: (1) An increased ability on the part of these programs to train, employ, serve, and provide skills to older persons. (2) An increase in contact and cooperation between these programs and the private sector. (h) Programs that train older workers to meet the growing demand for respite care by families caring for frail elderly or disabled adults in the home. "Respite care" for purposes of this subdivision, means intermittent or regularly scheduled substitute care for adults with chronic physical or mental limitations with the primary purpose of relieving the caregivers and helping to support them in their caregiving responsibilities. (i) On-the-job training vouchers which offset the added costs of hiring and training older workers. (j) Additional innovative approaches which encourage greater private sector participation in providing employment and training opportunities for older workers and which promote more stable employment for these workers. (k) Programs fostering coordination with other resources, public and private, enhancing employment and training opportunities for older Californians.
