2005 California Public Utilities Code Sections 24801 Article 1. Government

PUBLIC UTILITIES CODE
SECTION 24801 

24801.  The government of every district is vested in a board of
seven directors, one from each ward, and two at large, together with
the other officers mentioned in this part.  The directors shall be
residents and voters of the respective wards from which they are
nominated.
