2005 California Public Utilities Code Sections 16531 Article 5. Purchase of Supplies and Advertising

PUBLIC UTILITIES CODE
SECTION 16531 

16531.  Except as otherwise provided, the board shall determine
annually what goods, merchandise, stores, subsistence, materials, and
other supplies will be needed by the district for the ensuing year.
