2005 California Public Resources Code Sections 7501 19, 1939

PUBLIC RESOURCES CODE
SECTION 7501 

7501.  Swamp and overflowed lands belonging to the state may be sold
by the commission under rules and regulations prescribed by it and
at a price fixed by it, payment to be made in cash to the commission.
  This section shall not affect the sale of swamp and overflowed
lands under any application filed with the commission prior to
September 19, 1939.
