HEALTH AND SAFETY CODE
SECTION 37860-37863

37860.  The Legislature finds and declares that the formation of
area housing councils, their adoption of area housing plans, and
their assistance in implementation of such plans by providing and
obtaining funding and coordination may facilitate areawide solutions
to problems of more-than-local concern.
   Notwithstanding any other provisions of law, the governing body of
any city or county, upon adoption of a resolution declaring the need
for participation in an area housing council, may enter into an
agreement with any other city or county whose governing body has
adopted a resolution declaring such need, to form an area housing
council.
37861.  A council shall consist of members appointed from the
governing body of each city or county as the agreement pursuant to
Section 37860 may provide.  The council shall be advised by an
advisory group consisting of not less than the following members:
   (a) The director of planning of the planning agency of each member
city or county.
   (b) The executive director of the housing authority or a housing
authority commissioner appointed by each member city or county.
   (c) A member appointed by the governing body of each member city
or county, who shall be representative of the housing construction
industry.
   (d) A member appointed by the governing body of each member city
or county, who shall be representative of the consumers of housing or
of private nonprofit organizations concerned with meeting local
housing needs.
   (e) A member to be appointed at the option of the council, who
shall be representative of the mobilehome industry.
   The members shall serve at the pleasure of the respective
governing bodies.
37862.  The commissioners shall select a chairman from their number.
37863.  Upon the appointment of all required commissioners the
council shall be authorized to exercise its powers and conduct its
business.
