HEALTH AND SAFETY CODE
SECTION 18820-18821

18820.  This part applies to all parts of the state and supersedes
any ordinance, relating to any construction, enacted by any city,
county, or city and county, whether general law or charter, to which
this part is applicable.  This part is not intended and shall not be
deemed to amend, alter, revise, restructure, or in any manner affect
the rights or obligations of owners of manufactured homes or
mobilehomes or in any manner affect the rights or obligations of the
owners of parks.  Except as provided in Section 18930, the department
may adopt regulations to interpret and make specific this part and,
when adopted, these regulations shall apply to all parts of the
state.
18821.  (a) Part 2.1 (commencing with Section 18200) shall apply to
manufactured housing communities, as defined in Section 18801, except
where these communities are specifically exempted by this part or by
regulations adopted by the department pursuant to this part.
   (b) The department may adopt regulations for the construction,
maintenance, occupancy, use, and design of manufactured housing
communities that are reasonable and necessary for the protection of
life and property and that recognize the unique role played by
manufactured housing communities in the range of housing alternatives
available in this state.  Pending adoption of regulations
implementing this part, the provisions of Part 2.1 (commencing with
Section 18200) that apply to mobilehome parks shall apply to
manufactured housing communities.
