HEALTH AND SAFETY CODESECTION 11840.1
11840.1. (a) Every fiscal year, 10 percent county matching funds shall be required for support of programs and services provided under this part by a county of more than 100,000 population. (b) Notwithstanding any other provision of law, no county matching funds shall be required pursuant to this section for funding received for the purposes of funding existing residential perinatal treatment programs that were begun through federal Center for Substance Abuse Treatment grants but whose grants expired on or before October 1, 2000. For counties in which there is such a provider, the department shall include language in those counties' allocation letters that indicates the amount of the allocation designated for the provider during the fiscal year. This exemption shall only apply to the state funding provided to replace the expiring federal grants, and shall not apply to any subsequent program expansions. (c) The department may reallocate any funds that are not matched by counties within 30 days after notification of the Joint Legislative Budget Committee using a letter as prescribed in Section 28.00 of the Budget Act. However, the reallocated funds shall not be counted into the base allocation.
