2005 California Government Code Sections 60030-60031 Article 2. Petition for Formation

GOVERNMENT CODE
SECTION 60030-60031 

60030.  A petition to form a district shall be signed by not less
than 10 percent of the qualified electors residing in the territory
proposed to be formed into a district.
60031.  The petition shall set forth:
   (a) A general description of the improvement or utility to be
acquired, constructed, or operated, or the special local service to
be furnished or performed.
   (b) A general description of the exterior boundaries of the
district.
   (c) A statement of the duration of the district.
   (d) The maximum annual special tax proposed to be levied.
