SECTION 19819.5-19819.7

19819.5.  There is in the Department of Personnel Administration,
the Division of Labor Relations.
19819.6.  The Governor shall appoint a deputy director from a list
of nominees submitted by the director.  This deputy director shall be
in addition to the deputy director appointed pursuant to Section
19815.3.
   The Governor may also appoint civil service exempt labor relations
officers.  The total number of exempt positions in the department
responsible for labor relations shall not exceed 10.
19819.7.  Notwithstanding any other provisions of the law, it shall
be the function of the division to represent the Governor regarding
all the relevant provisions of law with respect to state employees
found in Section 3517 and to represent the Governor by attending the
meeting and conferring as required by Section 3572.  The duties of
the Deputy Director of Labor Relations and the labor relations
officers shall be limited to the department's professional functions
and responsibilities in labor relations matters pursuant to Chapter
10.3 (commencing with Section 3512) and Chapter 12 (commencing with
Section 3560) of Division 4 of Title 1.
