19030. The Bureau of Home Furnishings in the department under the supervision and control of the chief is continued in existence as the Bureau of Home Furnishings and Thermal Insulation. 19031. The chief shall be appointed by the Governor and shall serve at his or her pleasure. His or her compensation shall be fixed by the Director of Consumer Affairs in accordance with law. The duty of enforcing and administering this chapter is vested in the chief and he or she is responsible to the director therefor. 19032. In accordance with the State Civil Service Act, the director may appoint and fix the compensation of such inspectors and other personnel as may be necessary for the administration of this chapter. 19033. Except as qualified by this chapter the chief has all the powers and duties of a head of a department under Chapter 2 of Part 1 of Division 3 of Title 2 of the Government Code. 19034. With the approval of the director, the chief may adopt rules and regulations necessary for the administration of this chapter and declaring the policy of the bureau, and shall determine when any article, not otherwise clearly defined, is "upholstered furniture" or "bedding" or "insulation" under the provisions of this chapter. 19034.5. All rules and regulations shall become effective not earlier than 30 days after approval by the director, and upon compliance with the procedure provided in Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code.
