35-186. Duplicate warrants; notice; bond; form and effect

A. When it appears to the satisfaction of the department of administration, by affidavit or otherwise, that any warrant has been lost or destroyed prior to payment and there is no reasonable probability of its being found or presented or that a warrant has not been presented for payment within the time specified on the face of the warrant, the department of administration may issue to the owner a duplicate of such lost, destroyed or out-of-date warrant. Before issuing such duplicate the department of administration shall send a written stop payment notice to the state treasurer giving the number, amount and date of the warrant, the payee and the fund on which drawn.

B. The director of the department of administration shall establish procedures for issuing duplicate warrants that protect this state and provide the owner with a duplicate warrant within a reasonable time.
