6-409. Findings and hearings

If the superintendent does not deny the application on the basis of the data submitted by the applicants and any other information in his possession, the applicants shall publish a notice of intention to organize in such form as the superintendent shall prescribe. The superintendent may hear evidence to determine his findings at any time prior to the issuance of a permit to organize.
