2005 Arizona Revised Statutes - Revised Statutes §48-2104 Hearing; exclusion of agricultural land; election; form of ballot; qualifications of electors and directors
A. The board shall determine the adequacy of the petition and, if it is adequate, shall hear the petition in accordance with the notice, hearing all persons in favor of or against the formation of the district or in favor of or against including any land within the district boundaries.
B. At the hearing, if any owner of agricultural land within the proposed district presents evidence that the property is subject to an ongoing pest control program, the landowner's property shall be excluded from the proposed district.
C. After the hearing the board shall mail a notice to each owner of real property in the proposed district, as shown on the current tax roll, stating the proposal and the date of the election to establish a pest abatement district. The board of supervisors may call a special election or may place the question on the ballot of a regular general election.
D. The board of directors of a landowner corporation shall, by resolution entered upon its minutes, designate a member of the board who may vote for the corporation. The corporation shall immediately provide to the board written notice of the name of the person authorized to vote for the corporation.
E. Each registered voter within the proposed district may cast one vote.
F. Directors shall be natural persons having their principal place of residence within the proposed district.
G. The ballot shall be substantially as follows: "In favor of the formation of pest abatement district /++ +/+ Against the formation of pest abatement district /++ +/+ Names of proposed directors:

H. At least five directors shall be proposed and additional spaces shall be provided for additional names to be entered by the voter.
