2005 Arizona Revised Statutes - Revised Statutes §28-7755  Police powers

A. The roadways constructed, improved or operated under this article may be policed in whole or in part by officers of the department of public safety, even though all or some portion of the project is located in the corporate limits of any city, town or other political subdivision. The operator and the department of public safety shall agree on reasonable terms and conditions pursuant to which the activities provided in this section may take place.

B. The officers are under the exclusive control and direction of the director of the department of public safety. All other police officers of this state and of each county, city, town or other political subdivision of this state through which a roadway extends have the same powers and jurisdiction within the limits of the roadways as they have beyond those limits and have access to the roadway at any time for the purpose of exercising their powers and jurisdiction. Their authority does not extend to the private offices, buildings, garages and other improvements of the operator to any greater degree than the police power extends to any other private buildings and improvements.
