2005 Arizona Revised Statutes - Revised Statutes §28-5202 Applicability
A. Except as otherwise provided, this chapter applies to all manufacturers, shippers, motor carriers and drivers who transport or cause the transportation of hazardous materials, hazardous substances or hazardous wastes.
B. Vehicles owned or operated by this state or a political subdivision or public authority of this state are subject to this chapter.
C. This chapter applies throughout this state, and any city, town, county or other political subdivision of this state shall not adopt or implement a law or rule relating to hazardous materials, hazardous substances or hazardous wastes other than as authorized by this chapter.
