Section 11-44-137Ordinances granting franchises, etc., for use of public highways or property. No ordinance granting any franchise, lease, or right to use the public highways or public property of the municipality shall take effect and be in force until 30 days after the final enactment of same by the board and publication of said ordinance as provided by this article, which publication shall be made at the expense of the person, firm, or corporation applying for said grant.
