Section 11-43-190Applicability of provisions of article. (a) This article shall not apply to any municipality with an established civil service or merit system already in existence on August 23, 1976, so long as the said civil service or merit system continues in full force and effect.
(b) This article shall not apply to any municipality having a population of less than 5,000 according to the most recent federal decennial census.
