Section 11-16-16Attendance at and opening of polls by inspectors, clerks, and returning officers. The inspectors, clerks, and returning officers thus appointed must meet at the place of holding elections in the several precincts or wards for which they are appointed by 9:00 A.M. of the day of the election and, before 10:00 A.M., open the several polling places.
