The Farmers' Market Authority is hereby empowered to make and promulgate such rules and regulations as in its judgment may be necessary to enforce the provisions of this article. Such rules and regulations shall be promulgated by being posted for a period of 24 hours in a conspicuous place in each market established under this article and, when so promulgated, shall have the force and effect of law.
