A father appealed a superior court order terminating his parental rights with respect to his two children, A.M. and T.M. Upon review of the trial court record, the Supreme Court concluded that the State failed to meet its threshold burden of demonstrating by clear and convincing evidence that sufficient changed circumstances existed to modify the previous disposition order establishing concurrent goals of reunification and adoption. Accordingly, the Court reversed and remanded for further proceedings.
