PER CURIAM:

    Bradley Hull appeals from the juvenile court's order continuing a permanent protective order. This is before the court on its own motion for summary disposition based on the lack of a substantial question for review.

    In June 2004, Hull stipulated to the protective order at issue. He asserts on appeal that the juvenile court ordered him to stay two miles away from Stockton, Utah, after a review hearing on the order. However, nothing in the record supports Hull's contention that the juvenile court amended the protective order to require him to stay two miles away from Stockton. The minutes of the hearing indicate only that the protective order was continued.

    Additionally, Hull has not provided this court a transcript of the hearing so we may properly review his claim. Hull has an obligation to provide this court with a complete record in order for the court to evaluate his claims. See Utah R. App. P. 11(e)(2); State v. Penman, 964 P.2d 1157, 1162 (Utah Ct. App. 1998). "'Absent that record, [Hull's] assignment of error stands as a unilateral allegation which the reviewing court has no power to determine.'" Penman, 964 P.2d at 1162 (quoting State v. Wulffenstein, 657 P.2d 289, 293 (Utah 1982)). Further, "in the face of an inadequate record on appeal, [we] must assume the regularity of the proceedings below." State v. Miller, 718 P.2d 403, 405 (Utah 1986) (per curiam); see also State v. Blubaugh, 904 P.2d 688, 699 (Utah Ct. App. 1995).

    Accordingly, the juvenile court's order continuing the protective order is affirmed.
