The court received from plaintiffs an appeal without the required filing fee. The court sent plaintiffs a letter on September 11, 2000, requesting that the fee be paid. The letter advised plaintiffs that if the fee was not paid, the court would dismiss the case. The court has yet to receive the filing fee.
