However, I write separately to discuss the trial court’s denial of the Downtown Development District’s request for writ of mandamus. While I agree with the trial court’s denial of the request, it is important to note that there are unresolved prescription issues that additionally warranted the denial of the request. For these reasons, I do not find that the trial court abused in denying the request for a writ of mandamus. Accordingly, I concur in the result of the majority to affirm this appeal.
