No. 11-1-0035, IT IS HEREBY ORDERED that the clerk of the appellate court shall process the petition for a writ of mandamus without payment of the filing fee. IT IS FURTHER ORDERED that the clerk of the appellate court shall serve the petition for a writ of mandamus on: (1) the respondent judge; (2) the attorney general; and (3) the prosecuting attorney for the City and County of Honolulu. IT IS FINALLY ORDERED that the respondent judge shall file an answer to the petition for a writ of mandamus within twenty days from the date of this order.
