MEMORANDUM OPINION Plaintiff Fraternal Order of Police Metro Transit Police Labor Committee, Inc. {"FOP") has brought this civil action against defendant Washington Metropolitan Area Transit Authority ("WMATA"), seeking an Order reinstating two Metro Transit Police officers pursuant to arbitration awards. The parties have filed cross motions for summary judgment, agreeing that no material facts are in dispute. For the reasons that follow, plaintiff's motion for summary judgment will be granted, defendant's motion will be denied, and judgment will be entered in favor of the plaintiff. I.
