Court Description: MEMORANDUM DECISION AND ORDER - The court concludes Dr. Grofmans recommended remedial districts comply with the Constitution, the Voting Rights Act, and traditional redistricting principles to the extentpossible. The court therefore a dopts these districts and orders their use in the upcoming elections in November 2018.
