The District's motion for summary judgment is GRANTED. Accordingly, the decision of the state review officer is affirmed with respect to both the 2019-2020 a nd 2020-2021 school years. The Court certifies pursuant to 28 U.S.C. § 1915(a)(3) that any appeal from this Opinion and Order would not be taken in good faith, and therefore in forma pauperis status is denied for the purposes of an appeal.
