Court Description: OPINION AND ORDER: Busby has failed to make a showing sufficient to warrant a hearing on his claims. For the foregoing reasons, Busby's § 2255 motion is DENIED. Moreover, the Court declines to issue a certificate of appealability be cause there has been no "substantial showing of the denial of a constitutional right." 28 U.S.C. § 2253(c)(2); see Matthews v.
