The February and July memoranda are exempt from public disclosure under Exemption 5. The July memorandum is also exempt from disclosure under Exemption 7(E). The Government has disclosed all reasonably segregable portions of both memoranda. The Clerk of Court is directed to terminate all pending motions and mark this case closed.
