For the reasons stated above, this Court adopts the findings and conclusions set forth in Judge Pitman's R&R in their entirety. Webb's petition for a writ of habeas cor pus is denied. The Court declines to issue a certificate of appealability pursuant to 28 U.S.C. § 2253(c)(1)(A), because Webb has not "made a substantial showing of the denial of a constitutional right." 28 U.S.C. § 2253(c)(2).
