IT IS ORDERED AND ADJUDGED that Willard’s 42 U.S.C. § 1983 claims are DISMISSED WITH PREJUDICE and Willard’s state law medical malpractice claim is DISMISSED WITHOUT PREJUDICE. This CASE is CLOSED.
