Benjamin, Sr.’s claims against the State of Mississippi are hereby DISMISSED WITHOUT PREJUDICE for lack of jurisdiction. IT IS, FURTHER, ORDERED AND ADJUDGED that, in accordance with Fed. R. Civ.
