It is therefore ORDERED that the Recommended Decision of the Magistrate Judge is hereby ADOPTED. Since the plaintiff s written submissions and exhibits fail to make out a colorable federal claim against the defendant, the complaint is summarily DISMISSED. SO ORDERED.
