The matter was referred to a United States Magistrate 19 Judge pursuant to Eastern District of California local rules. On August 27, 2021, the Magistrate Judge filed findings and recommendations 20 21 herein which were served on the parties and which contained notice that the parties may file 22 objections within the time specified therein. On September 24, 2021, the court gave petitioner a 23 thirty-day extension of time to file his objections. No objections to the findings and 24 recommendations have been filed.
