The court ordered plaintiff to, within 18 30 days, either pay the filing fee or submit the application for leave to proceed in forma pauperis, 19 and warned him that failure to do so would result in a recommendation that this action be 20 dismissed. 21 The 30-day period has expired and plaintiff has not paid the filing, submitted an 22 application for leave to proceed in forma pauperis or otherwise responded to that order.
