On that date plaintiff filed a motion to 17 proceed in forma pauperis. By order filed June 11, 2010, this matter was referred to the 18 undersigned for the limited purposed of ruling on the motion to proceed in forma pauperis. 19 Plaintiff has submitted the affidavit required by § 1915(a) showing that plaintiff is 20 unable to prepay fees and costs or give security for them. Accordingly, the request to proceed in 21 forma pauperis will be granted. 28 U.S.C. § 1915(a). 22 The complaint alleges plaintiff is homeless and entitled to residential placement 23 for emotionally disturbed special education students. Given the exigent circumstances alleged in 24 the complaint, it appears that service on the defendants should be ordered forthwith and the 25 matter set for status conference. The matter will be referred back to the District Judge for that 26 purpose.
