Braley (“Plaintiff”) is a state prisoner proceeding pro se and in forma 16 pauperis in this civil rights action pursuant to 42 U.S.C. § 1983. The matter was referred to a United 17 States Magistrate Judge pursuant to 28 U.S.C. § 636(b)(1)(B) and Local Rule 302. 18 On June 22, 2012, the Magistrate Judge filed findings and recommendations recommending 19 denying Plaintiff’s motion for a court order allowing library access and granting thirty days in which 20 to file any objections. (ECF No. 94.) Plaintiff filed objections to findings and recommendations on 21 July 13, 2012. (ECF No. 102.) 22 In accordance with the provisions of 28 U.S.C. § 636(b)(1)(C), this Court has conducted a 23 de novo review of this case.
