Movants are ordered to show cause why this Court has authority to entertain their Petition. Accordingly, the parties are HEREBY ORDERED to briefthat issue on the following schedule: a. Movants shall file their brief by March 26, 2020; and b. The government shall file its responsive brief, if any, by April 6, 2020. The briefs shall conform to the requirements of Rules 14(d) and 16(b) of this Court's Rules of Procedure.
