PER CURIAM: Mitchell Harris appeals the district court’s order dismissing his complaint without prejudice and instructing Harris to file an amended complaint. Because Harris did not amend the complaint, the court’s dismissal was with prejudice. We have reviewed the record and find no reversible error. Accordingly, we affirm for the reasons stated by the district court. Harris v. England, No. 1:20-cv-01508-LMB-MSN (E.D. Va. Dec. 10, 2020). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process. AFFIRMED 2
