United States of America, Plaintiff-appellee, v. Ricky Lynn Kemper, Defendant-appellant, 955 F.2d 42 (4th Cir. 1992)Annotate this Case
Submitted Jan. 10, 1992. Decided Feb. 24, 1992
Appeal from the United States District Court for the District of Maryland, at Baltimore. Herbert N. Maletz, Senior District Judge. (CR-89-134-H, CA-91-1973-H)
Ricky Lynn Kemper, appellant pro se.
Lisa M. Griffin, Office of the United States Attorney, Baltimore, Md., for appellee.
Before K.K. HALL and MURNAGHAN, Circuit Judges, and BUTZNER, Senior Circuit Judge.
Ricky Lynn Kemper appeals from the district court's order refusing relief under 28 U.S.C. § 2255 (1988). Our review of the record and the district court's opinion discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court. United States v. Kemper, Nos. CR-89-134-H, CA-91-1973-H (D. Md. Nov. 1, 1991). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.
