THE COURT.-

It is ordered that the opinion filed herein on September 18, 2000, be modified as follows:

On page 9, line 10, first sentence of the second full paragraph [83 Cal. App. 4th 889, advance report, last par., lines 1-2], the word "summary" is changed to "opinion" so the sentence reads:

Section 9002 does not mention a fiscal estimate or opinion, and as noted, section 9005 does not mention a 100-word limit.

There is no change in judgment.

Respondent's petition for rehearing is denied.
