ARKANSAS SUPREME COURT No. 08-533 Opinion Delivered EDWARD LOVELESS Appellant v. LARRY NORRIS, DIRECTOR, ARKANSAS DEPARTMENT OF CORRECTION, MIKE BEEBE, GOVERNOR, AND ROY AGEE, ARKANSAS DEPARTMENT OF CORRECTION KEEPER OF RECORDS Appellees April 9, 2009 PRO SE MOTION FOR CERTIFICATE OF APPEALABILITY [CIRCUIT COURT OF JEFFERSON COUNTY, CV 2008-27, HON. ROBERT H. WYATT, JR., JUDGE] MOTION DENIED. PER CURIAM Appellant Edward Loveless filed a pro se pleading styled as a petition for declaratory judgment and writ of mandamus in circuit court. The court dismissed the petition and appellant lodged an appeal of the order in this court. We denied a petition for writ of certiorari and dismissed the appeal. Loveless v. Norris, 08-533 (Ark. Sept. 25, 2008) (per curiam). Appellant moved for reconsideration of the decision and we denied the motion. Loveless v. Norris, 08-533 (Ark. Nov. 20, 2008) (per curiam). Appellant has now filed a “request for a certificate of appealability” in this court. In his motion, appellant does not clearly identify the relief he seeks. He appears to desire this court to provide some order to facilitate a petition for writ of certiorari to the United States Supreme Court. He does not, however, provide a basis for the request and we are not aware of any rule or provision to support such a request. Because appellant does not provide any basis upon which relief can be granted, we deny the motion. Motion denied. Gunter, J., not participating. -2-
