§ 2.2-4003. Venue.
Unless the parties otherwise agree, in all proceedings under §§ 2.2-4019, 2.2-4020 or § 2.2-4026 the venue for agency or court proceedings shall be as specified in subdivision 1 of § 8.01-261.
